Paul Shumaker

Paul Shumaker is founder and president of Capitol Communications, Inc. (CCI) – a North Carolina –based political consulting firm providing unique expertise in areas of political, corporate and governmental relations. With over 25 years experience in government and politics, Paul is recognized as one of North Carolina’s top political consultants and has earned a reputation for providing his clients with clear and honest direction, based on historical, existing and projected business and political conditions.

Paul’s political resume began in the 1980’s, working for Congressman James T. Broyhill. He later served on Governor Martin’s successful gubernatorial campaigns as a field representative in 1984, and political director in 1988. From 1985 to 1987, Paul worked as the Campaign Director of the North Carolina Republican Party, coordinating strategy & tactics for legislative races throughout North Carolina.

In addition to his experience in electoral politics, Paul’s government service includes holding several key positions in Governor Martin’s administration, including Special Assistant to the Governor, Research Director, Chief Assistant Secretary of the North Carolina Department of Commerce, and Director of the Inauguration of the Governor and Council of State Members.

Prior to founding Capitol Communications, Paul was President of Celebration North Carolina – a private/non-profit agency responsible for developing and implementing public service projects throughout the state. During his tenure, Paul helped the foundation generate over one million dollars in contributions while funding numerous education-based programs such as Cities in Schools and MotherRead.

Republican leaders from the federal to local level of government have won historic electoral victories as clients of Capitol Communications. As a general consultant in past statewide elections, Paul Shumaker helped ensure victory for: United States Senator Richard Burr (2004, 2010), North Carolina Supreme Court Justice Mark Martin (1994, 1998, 2006), Chief Justice I. Beverly Lake (2000), Labor Commissioner Cherie Berry (2000, 2004, 2008), Justice Robert F. Orr (2002), Justice Bob Edmunds (2008) , Justice-elect Barbara Jackson (2010) and Court of Appeals Judges Ann-Marie Calabria (2010) and Rick Elmore (2010).

The 2000 election cycle served as a significant milestone for North Carolina Republicans, marking the election of Labor Commissioner Cherie Berry as the first female Republican elected statewide and the only Republican member of the Council of State. Additionally, Chief Justice I. Beverly Lake was elected to the N.C. Supreme Court as the first Republican Chief Justice in over one hundred years. In 2010, another election milestone was reach when Senator Richard Burr was reelected with the largest majority vote of any previous Republican U.S. Senator.

He is married to the former Ann Burton, and they live in Granite Falls with their three sons – Tom, David and Hays.
